Emissionshandel in Europa und Deutschland –eine effiziente Strategie zur Reduzierung der Treibhausgasemissionen?

This paper contains an outline of the current European Union and German emissions trading legislation (as of the end of January 2007) and an evaluation of the efficiency of the respective legislative measures.

Furthermore, the ability of the existing EU Emissions Trading Scheme (EU ETS) and the corresponding national law in Germany (Treibhausgas-Emissionshandelsgesetz, TEHG) to ensure compliance with the European medium and long-term greenhouse gas emission targets is analysed. From the author’s point of view, the potential of the current EU ETS design to achieve the envisaged targets would appear to be limited. The expansion of the EU ETS to other sectors is vital. Moreover, a holistic complementary legislative concept in the fields of energy efficiency and energy saving is also necessary.
