Neue Steuerungsvorgaben für den Gebäudebestand aus dem Unionsrecht

Bestandsaufnahme, Zusammenwirken und Umsetzungsbedarf

Germany’s decarbonisation of building heating is at a crossroads. Recent revised EU directives on energy performance (EPBD), energy efficiency (EED) and renewables (RED III) introduce binding minimum energy performance standards, renovation roadmaps and renewables integration targets. This analysis finds that Germany’s previous reliance on incentive-based measures and weak regulatory thresholds falls short of these requirements. To comply with EU law and meet 2045 climate neutrality goals, Germany must adopt stronger regulatory standards—such as mandatory minimum performance standards and phased renovation mandates—and align its subsidy framework to deliver targeted, socially equitable support.
