This article illustrates the „compensation” or offsetting of greenhouse gas emissions by the federal administration and the stateadministrations inorder tomeet their respective climate orgreenhousegasneutrality target.Afteranintroduction to the concept of carbon offsetting on the compliance carbonmarket and the voluntary carbonmarket, the article focuses on the respective rules, how the federal administration and nine state administrations take concrete action and which basic principles should be observed here. On this basis, the need for further legislative development becomes apparent.
