However, climate protection goals of the Länder can emphasize the importance of climate change issues and thus improve their considerationby the planning municipalities. Furthermore, climate protection goals nder Landlaw develop a significant importance especially in the interpretation of undefined legal terms. This is the casewhen it comes to issue an exemption on the grounds of the public good. Also, climate protection goals must be considered as a public interest in the approval of projects in the undesignated outlying area.
